Overview

The U.S. Greenhouse Gas Offset Acquisition Initiative (Initiative), a collaborative process facilitated by The Climate Trust and M.J. Bradley and Associates, is releasing a Request for Proposals (RFP) to identify and purchase high quality, U.S.-based greenhouse gas (GHG) offsets from projects that

  1. reduce or avoid GHG emissions, or
  2. sequester carbon dioxide (CO2)

Initiative Participants

There are five Initiative Participants, with annual revenues exceeding $60 billion and total power generation capacity exceeding 100,000 megawatts:

Total Volume of Offsets Sought

The Initiative Participants are seeking to purchase up to 10.5 million short tons of carbon dioxide equivalent (CO2e).

As a means to address the various needs of the Initiative Participants and allow for a broad variety of GHG offset project proposals, there are two “windows” for project submissions within the Initiative, each seeking a different volume of offsets:

  • Window #1: Offsets for use in the Regional Greenhouse Gas Initiative
    • Anticipated demand: 7.5 million short tons CO2e
  • Window #2: General Window
    • Anticipated demand: 3 million short tons CO2e

Project Size

Initiative Participants prefer GHG offset project that will generate a minimum of 200,000 short tons of GHG offsets over the project term.

Application Fee

There is a $250 application fee which must be submitted with each proposal. Applications submitted without a fee will not be considered.

Deadline

All submisstions must use the Project Information Document and are due to The Climate Trust by April 23, 2007.

Bidders Conference

A Bidders Conference will be held in Newark, NJ on Monday March 5, 2007, 2 pm EST.

The Initiative Participants, M.J. Bradley & Associates, and The Climate Trust will present details of the Initiative and address questions from project applicants regarding the RFP and the selection and contracting processes. There will be in-person and teleconference components to the Bidders Conference. Limited seating is available. To register please email Matt Tidwell at mtidwell@climatetrust.org.

Background on our current RFP Process

There are three phases to the Initiative’s project selection process. It is expected to take 12 months from the time of the release of this RFP until the final emission reduction purchase agreements (ERPAs) are completed.
  • Phase I: Submission of Project Information Document. The official requirements for submission are set forth in the RFP.
  • Phase II: Detailed Project Information Document. Selected proposals will be invited to submit a more detailed project information document, including responses to project-specific questions from the Initiative Participants.
  • Phase III: Contract Finalization. Selected proposals will be invited to finalize an ERPA with the Initiative Participants. The amount of the funding and short tons of GHG offsets and terms will be set forth in the final ERPA.
